Allow Sponsorship Conversations to be turned on/off per Place
Currently, when Conversations are turned on in the Portal Setup, it is enabled for all Places at once. Since our organization has many places that we provide for children, we would like to roll out Conversations to those locations one at a time.

Some of our schools and students would love this however, not everyone has reliable access to technology. We need to be able to implement this for some, but not all of our sponsored children. A per-school (or place) would be a great way to manage that.
